FEBRUARY 18, 2009 MINUTES
SOUTH COAST VICARIATE MEETING
Present: Fr. Karl Schray, Fr. Andrew Thomas, Fr. David Brown, Fr. Joe Bosch, Fr. Robert VanSickler, Mike Hennick, Ron Horbatiuk, Bob Guenther, Charlie Gardner, Joan Olson, Jay Straley, Alison Hundley, Jerry Biewand, Dusty Harrington, Linda Wingerath.
Absent: Fr. Peter O’Brien and Fr. John McGuire
Welcome to Fr. Van Sickler of Gold Beach. Fr. Robert spoke a little about himself and how he ended up here with us.
Review and approval of minutes of last meeting.
New Business: Fr. Andrew told us that there is a different and separate Code of Conduct for Staff and Volunteers. Fr. Karl said that Holy Redeemer, St. Mary’s and St. Monica would all be attending the Rite of Election, Feb. 28th, at St. Monica. May 2nd there will be a South Coast Vicariate Pastoral Councils meeting to be held at Holy Redeemer, 10:30-12:30. A summary of Archdiocesan Pastoral Council meeting (by Sue Klemenhagen) of Feb 7th was handed out. There will be a Ministry Conference, April 29th, in Wilsonville.
There were several responses to people from Senator Wyden concerning FOCA. Fr. Karl mentioned he spoke with Cat Willett regarding the Catholic Sentinel article that said FOCA was a dead issue ~ with no response from her. Fr. David said it definitely was not a dead issue.
Discussion of important ideas and concerns that we could bring to the May 2nd meeting:
1) Mike Hennick mentioned how important it is to network on issues like FOCA, e.g. email, text messaging, internet. Fr. Andrew said that NBC pulled a $3million Pro-Life commercial for the Super Bowl. Joan Olson said it could be viewed on youtube.com. Fr. Karl mentioned Priests for Life and Stand Up Girl as good internet sites.
2) Bob Guenther mentioned the importance of educating youth & adults- although he was unsure how we could go about that. Fr. Karl said drama and music are good ways to reach young people. Alison Hundley said we need to educate the parents of youth. Fr. Karl reminded all there is a Catholic Award for Boy Scouts and Girl Scouts. Mike Hennick said having speakers at a Family Night is a good way to educate the whole parish not just the kids. Joan said the Kathleen Chesto series on family education was very good- St. Mary’s owns it. Ron Horbatiuk mentioned Holy Redeemer’s upcoming ‘Passion Mime’ to attract young people. Holy Redeemer is also having Bay Forrest (former NBA player) come to speak to the youth first and then the whole parish- Sunday, March 8th, 5pm for youth and 6pm for everyone. Also, on the subject of education, Fr. Andrew told us that Cathy Shannon is coming in March (2 day session) to train the trainers for the Code of Conduct Program. And if budgets will allow, Clare Woodruff will come down for catechist training. Fr. Andrew will email as soon as she responds.
3) Joan Olson brought up the importance of healing victims of sex abuse. There was a workshop at Temple Beth Israel – 2 men who have worked with predators and victims. They spoke of red flags to look for and how to counsel. It is “time to get it out of the closet”. It was asked, “Should we have a workshop?” Joan wants to bring it up at church but wants to have a support system in place before we plan a workshop. Ron said there is a presentation in Eugene through the foster care program that DHS does on a regular basis. There is a workshop in May and another in July but no specifics yet on speakers and dates.
Presbyteral Report: Fr. David reported on meeting of February 5th. We have a total of 36 seminarians now, 9 men studying English, and 16 men went to the Annual Vocation Weekend in January with the Archbishop. Upcoming Chrism Mass and Priests’ Dinner is April 6th. Priest Ordination is June 13th , 11:00 at the Cathedral.
Parish Reports:

Mike Hennick ~ reported on lobbying in Washington DC for pro-life issues in general and FOCA specifically. He said we should call or email Congress voicing our opinion. We must make calls or send emails as an individual not a group and they will be tallied.
Ron Horbatiuk ~ reported on Code of Conduct. We have a December 31st deadline to complete reading and acknowledgement of Code of Conduct. (it can be done online or on a hard copy). Present: Fr. Karl Schray, Fr. John McQuire, Fr. Peter O’Brien, Fr. David Brown, Fr. Andrew Thomas, Ron Horbatiuk, Natalie Horning-Edgar, Roland Rodriguez, Mike Hennick, Allison Hundley, and Linda Wingerath
Opening Prayer and Introductions
1. Parish Reports:
St. John’s – Port Orford ~ Several new members as well as return of lapsed members. Rick Williams, our deacon candidate, starts his final year of the program. Fr. Heiko is in Ecuador (heikotony@gmail.com).
Holy Redeemer – Ron Horbatiuk & Fr. Karl Schray reported North Bend ~ Upcoming Events, Oktoberfest Oct 18, Family Fall Festival Oct 30, Native American Celebration Nov 9, Youth Group PEP 1st Sunday of every month, Youth Conference Seaside Nov 21-23, Youth Advent Bible Study, and Parish Holiday Bazaar Dec 5-7.
St. Mary’s (Florence) and St. John’s Reedsport—Fr. David reported Florence is having their Bazaar Nov 23-26. Late start for RCIA (next week). No Confirmation class this year- will be every other year. Life Chain had a low turnout. They will have a new kitchen in February.
Charlie Gardner is in hospital so Fr. David reported for Reedsport they will have a Lasagna Dinner Oct 19. There are no CCD classes- some may come to Holy Redeemer.
St. Monica’s (Coos Bay)—Fr. Peter commented that there is no Confirmation schedule as yet. It may be the weekend of April 24/25 and it will be at St. Monica. He needs the numbers of kids from each parish so the information can be published ASAP. He brought up discussion of Quincenera and the need for a vicariate wide policy for a Quincenera. Someone from Bandon came up to see about having one at St. Monica. Fr. Peter also asked Fr. Andrew if there is any Hispanic Ministry at Bandon and Fr. Andrew told him not at this time. Mary Jane Osuna has resigned due to illness. Craft Fair Oct 24/25. Natalie reported they would like to get Holy Redeemer and St. Monica kids together for a Joint Confirmation Retreat. They have a nice RCIA group this year. She also suggested a movie (‘Henry Poole is Here’) as a group activity.
Holy Trinity (Bandon)—Fr. Andrew reported that there are no RCIA classes this Fall. There are a few individuals who need Confirmation and Holy Trinity will probably have a separate Confirmation (maybe April 25) as Bishop Steiner is making a Pastoral visit. Claire Bennett helped organize Rosary Rally (10 people participated). Cathy Shannon will come down every year to do ‘Called to Protect’. Leonardo DeFilippis will perform this Sunday. Rick Williams is in his final year of the diaconate program. Buildings were just painted. Mike Hennick reported on youth activities. Fr. Andrew cooked dinner for Wednesday night group. They have good high school and Jr. high school groups. October 25- going to a pumpkin patch. Maybe swim North Bend, or pizza and bowling as a Vicariate. Fr. brought up chartering a bus to go to the Steubenville Youth Conference at Spokane as a Vicariate.
Holy Name (Coquille)—Fr. John has 12 students for CCD and 5 for Confirmation. RCIA begins tonight- unsure how many will attend.
Archdiocese Pastoral Council Report—Sue Klemenhagen absent, but there will be a joint meeting before April of the Vicariate Pastoral Councils. Then on Nov 21, 2009 a meeting in Portland of the Pastor and 2 people.
Presbyterial Council—Fr. David reported Oct 25 is Diaconate Ordination. Need for a policy on Quincenara. Right now policy is too broad and each Parish can do their own thing. We need a Vicariate wide policy to stop people from shopping around, also to support each Pastor.
We also need communication between Pastors.
Comments were made about the importance of connecting Hispanics to the wider Parish community and that we need to be more welcoming of Hispanic Catholics.
Also discussed was the Role and Responsibilities of Area Vicariates. Some too big others too little and some are not meeting. Vicariates may be restructured.
Reminders of no political propaganda, only USCCB material. Code of Conduct, volunteer background checks and background checks for all staff. If ‘Code’ is broken can a person come back?? No specific wording.

Vicariate Minutes-- August 13, 2008
VICARIATE MINUTES FROM MEETING August 13, 2008, Bandon
NEWS FLASH: Fr. Andrew has arranged with Cathy Shannon to come and offer a Vicariate-wide training update for the Called to Protect Program on Friday, October 3, 1:00-3:00 for staff. Then 3:30-5:00 for people responsible for doing the Armatus Logging on the internet. On Saturday AM will be a training the trainers session.
1. Next Meeting will be Wednesday, October 15th at Holy Name in Coquille, 10:30-12:30. Fr. John McGuire will provide Lebanese lunch.
2. We welcomed the 3 new Pastors, Fr. David Brown Florence/Reedsport, Fr. Peter O’Brien, Coos Bay and Fr. Andrew Thomas, Bandon. Also welcomed other new Parish staff members.
3. Archdiocesan Pastoral Council Report from Sue Klemenhagen (our Rep) will happen at a future meeting.
4. Parish Reports were very interesting. Florence Parish-men’s discussion group based on book, How to be a Catholic Man in the World Today---women’s study based on book, Living as a Beloved Daughter of God, was concluded. Starting in September a second book will be used, Living as a Confident Daughter of God. A Fr. Cedric Pisegna, C.P. will give a Parish Mission entitled ‘Come Encounter Jesus’, Sept 22-24.
5. Coos Bay Parish reported on Mary Jane Osuna’s serious health crisis necessitating stent implant in Texas. Please keep her in prayers. Study group based on a Henry Nouwen book being conducted. Articles in the bulletin about St. Paul during this anniversary year written by Natalie Horning-Edgar. St. Monica parishioners have been greatly enriched by their personal relations with various seminarians this past year. Some folks went to the Cathedral for ordinations and visited Mt. Angel. Fr. Peter cautioned against a circulating petition seeking signatures for a United Nations plan titled, “Rights for Children”. It is well intended but not well informed since it excludes parents’ rights in relation to their children.
6. Brookings Parish showing a movie with each ecumenical dinner has been good. Finding volunteers not so easy- the people are kind and good. Efforts advertising for a Gold Beach priest have netted a few responses. We encourage this despite archdiocesan objections (they think that is their job).
7. Port Orford Parish may contact Natalie or Ron Horbatiuk to put on a catechist training session on our South Coast.
8. Bandon Parish has arranged to host Leonardo DeFilippis performing St. John’s complete Gospel (2 hrs.), Sunday, Oct. 19th , 6pm at Holy Trinity. Free will offering, all invited.
9. Following the Archdiocesan Confirmation Policy we will be focusing on confirming sophomores and older young people, preferably with a 2 year preparation.
10. Called to Protect Program- Ron Horbatiuk gave an in-depth overview.
11. We asked Fr. David Brown to be the representative of the South Coast Vicariate to the Presbyterial Council- he accepted.
12. We asked Fr. Karl Schray to be the Vicar- he accepted.
13. Our meetings will usually be on Wednesdays 10:30-12:30 and the host parish will provide lunch.
14. Future meetings: Dec. 10th @ Holy Trinity, Bandon
Feb. 18th @ St. Monica, Coos Bay
May 6th @ St. Charles, Gold Beach

Archdiocesan Pastoral Council Report:
Sue Klemenhagen is our new Vicariate representative to the APC. Diana Wagner is alternate
APC met in Dec & March. Emphasized Ember Days for victims & restoration. APC is 7 years old. Racism, and how Anglos are mostly in positions of power in our Archdiocese. Stewardship & Pastoral Plan. Need to be environmentally conscious in parishes. Disciples in Mission was successful (complemented Natalie’s program). July 1 Priest reassignments. Bankruptcy report. Youth representatives should be on parish Pastoral Councils (one from High School-College age, and other from traditional Young Adult age (24-35). See JVPC notes below:
Vicariate Responsibilities from the APC:
Next Joint Vicariate Pastoral Council Meeting (all pastoral councils from each parish to meet), Sat. June 2, 10am at Holy Trinity. Holy Trinity to host the lunch, including beverages. (a head count of attendees a couple of weeks out would be helpful). Each P.C. please prepare to share with the JVPC on the following:
APC discussed the following 4 issues:
1. Reaching fallen away Catholics (“Re-membering the Church”) 2. Shepherding our Flock (existing parishioners)
3. Social Justice Issues (Community ministries & health issues) 4. Advertise Ourselves!
JVPC to have an APC representative report. Todd Cooper to send out a proposed Agenda soon.
Vicariate Pastoral Planning in the 3 areas of the past 2 years: 1. Youth Ministry 2. Faith Formation at all ages. 3. Multicultural Ministry. Also, discuss the Bankruptcy. And, discuss how (if) the parishes will have a Voice in the reorganization of the Archdiocese in light of the Bankruptcy. If we will, what is the proper channel to voice our will?
And, will we, under the new reorganization, be able to hire our own liability insurance, vs. diocesan self-insurance?
Presbyteral Council Report Fr. Angel reporting:
Met Feb. 15 & March 29. Reorganization of Council officers, with Fr. Chuck Lienert as Chair. Discussed who should attend from the vicariate (some vicariates have no one attending). Ordinations: Diaconate, May 12 & Priesthood, June 9, 11am for Jeff Meeuwsen, Ron Nelson & David Brown. 14 new seminarians for next year. Archbishop expressed concern that not enough Anglos (locals) are joining. Most new seminarians are from other countries. Concern about cost of supporting all the seminarians (still have a commitment to supporting them). Vicariate asked to submit a written report about Self-Insurance (Holy Trinity & Star of the Sea to include the results of their cost comparisons . . . any other parish made such a comparison?). Question to Presbyteral Council: How (if) will parishes have a Voice in the Bankruptcy Reorganization that will take place next year (starting June 25th)?
Bankruptcy Settlement Report: (Summary of what not in the articles after the settlement of April 17, 07)
Insurance Pays $52 million
Claims were at %52 million with $4.8 million still unsettled, but capped.
Another $20 million set aside for future claims (also capped).
The $20 million is a line of credit, not money in an account we are paying interest on.
Doug Pahl believes most of the cases came out in this lawsuit,
and that there shouldn’t be many future claims.
The $75 million also has to cover the legal fees, including our
Committee of Parishes Lawyer fees (so we will get a refund).
We will continue to pay the fees until the reorganization is complete.
Reorganization talks will begin when the payment is done, in June most likely.
The reorganization has to be completed in one year’s time.
Reorganization should include some level of legal separation from Archdiocese,
but they haven’t even begun to think about it.
Doug said he is not sure how much of a voice we will have in reorganization as parishes.
The same goes for our concern about self-insurance vs. hiring our own insurance.
Archbishop expects that assessments will not go up,
due to the courts being shorter than expected (no jury, no appeals, etc.),
insurance coverage higher than expected, etc.
Question unanswered by Doug Pahl: Will, & how will parishes have a voice in the reorganization process?
Youth Ministry Reports:
Holy Trinity Youth Position Open, Valerie resigned.
Clarissa also announced that she is resigning this summer at St. Mary.
We discussed at length some difficulties in youth ministry, and philosophies in hiring a youth minister:
Culture question: Hire a NW local, or out of State Catholic? Local knows the NW culture, but maybe is too familiar with it, and with the lack of Catholicism in Oregon culture. An out of state Catholic would have more Catholic culture, and encourage more Catholic practices, including regular Sunday Mass attendance. We need to focus our Youth Ministry more. Successful protestant Churches are more focussed (ie., spend real money on Church music, training youth to play, using multimedia & Praise & Worship songs, or they hire a professional to address real needs of youth and young families, such as drug prevention & rehab, literacy training, etc.). Focused youth ministry means hiring a real professional, which costs more. Youth ministry is the hardest position to fill (1.5 year average), due to fighting the many distractions youths face, lack of parental support & familiarity with the faith, and volunteers’ fear of dealing with teenagers (compared to catechists for children which are easier to find). Joan described the successful Protestant “Formula” for successful youth ministry = Pay Quality Employee + Use Fun to Bring them + Hit them in Heart (ie., with Music or Witness) + Leadership Training. Ray mentioned a distinction between Praise & Worship music and Liturgical music. Create a safe place for youth to ‘hang out.’ Myrtle Point has had an Ecumenical youth group. Combine spirituality with a friendly environment. Successful Churches are tithers.
St. Mary report: NET retreat was successful. Parishes should advertise their Youth events, and open them up to other parishes. Sweatshirt fundraiser was successful ($600). Dinner & “rummage sale-resource sale” fundraiser was successful ($1100).
Archdiocese will no longer do our Volunteer Background Checks (we have to send them in to company directly).
Ken Canedo is great music & youth resource (he’s at Holy Trinity, Beaverton & O.C.P.).
Pertinent Parish Reports: Keep it Concise (what will help other parishes to know). Best: Written Reports.
Holy Trinity: Not much new (trying to shorten meeting). Deacon Bill Brennan returned for Mission Apr. 13-15. Women’s Bible Study started (& used Natalie’s materials). Men started one too . . . out of “jealousy.” Ray & Catherine recording CDs with own songs (see New Business below). Catherine & Ray to perform some songs at this weekend’s Right-to-Life Rally in Salem. Dove Music Ministries is very helpful to our musicians (see New Business). Social Justice Committee with St. John’s added Bob Richardson from St. Charles.

Archdiocesan Director of Justice & Peace, David Carrier’s Presentation:
Thanks for driving all the way down here today!
(Those interested in starting a parish Social Justice Committee met with David after lunch as well)
See David’s Power Point Notes/Presentation on hardcopy.
Most Catholics don’t know our Social Justice teachings, although it is as integral to our faith
as sacraments, liturgy, Bible study, etc.
In last 115 years, 13 major Church documents on Social Justice Teaching. 7 major principles on Catholic Social Justice Teaching: 1. Life 2. Family 3. Human Rights (food, shelter) 4.Work 5. Care for Creation
6. Peace & Solidarity 7. Option for the Poor
David has a monthly Social Justice Newsletter he e-mails to anyone interested
His office supports US Bishop’s Campaigns on Social Justice, provides educational programs, workshops & retreats. He helps parishes establish Social Justice Committees. His goal is to reverse our sense of powerlessness. Advice to new Social Justice Committees: Don’t bite off more than you can chew, accomplish small goals, then move on to next step. Contact David when you need help in any area (ie., Darfur, the poor, Life, immigration, etc.).

Review of Minutes: Handed out.
Doug Tollefson, ACA Presentation
ACA never fell short of goal in over 7 years (amazing in lieu of bankruptcy). Yesterday Arch. Vlazny’s
60th Birthday! ACA uses great technique & manual. This year they are streamlining the collection &
sending monies & records for cash only. Saving $35-45,000. There is a 91% return of collections to the intended receiver. Regarding Bankruptcy, we are issued a standing order from court to continue business as usual, like with collections. These are like restricted operating funds.
Inside look into bankruptcy: Both sides are posturing to negotiate. Our proposal was based on past
settlements for worse cases. Plaintiffs tried to raise bar. We have great lawyers, but so do they (level
playing field). We have God on our side. WE are the Archdiocese, not “THEM.” Timeline is 12 mos.-10yrs.
Be proud to say, “I’m Catholic.” Large Rite of Election this year. 12 new seminarians. Funding is stronger.
Question: Why doesn’t Communication Office (Bud Bunce) promote positive P.R.? (ie., calling newspaper
to report on a positive parish story)? We are Asking Fr. Angel & Eleanor to bring this issue up at
Presbyteral Council & A.P.C.
See Parish Collection program called, “ParishPay.” Each pastor got brochure. See St. John, Oregon City
Archdiocesan Pastoral Council Report Eleanor Myers
Archbishop spoke about lawsuits and deepest worry is about future lawsuits ability to pay.
He feels we offered plaintiffs best we can, but they’re not satisfied. He is forbidden by Canon Law
to take parish properties. Fr. Don added we are one of most effective & fruitful vicariates!

Archdiocesan Insurance:
Holy Trinity Admin Council researched our Insurance policy and discovered the following:
1. Our primary insurer is bankrupt (the Archdiocse). 2. The Insurance is twice as expensive as market
insurance companies for same coverage. 3. Combining primary & secondary insurance coverage, there is
only a $50 million cap (Mt. Angel earthquake at 5.7 cost St. Mary’s, Mt. Angel alone $11 million to fix).j
4. The wording on our policy is vague (words like, “will cover most of the . . . “).
5. When asking Archdiocese to elaborate on specific questions, no, or slow reply.
We as a Vicariate have requested Fr. Angel to bring this up to the Presbyteral Council, and Eleanor to bring this up at the A.P.C., and we will ask H.T. Admin Council to present their findings to the next Vicariate meeting where we will draft a letter to the Archbishop, or Presbyteral Council members.
